Can't uninstallcauseroid OS, need deactivate 'Lock Screen'fore uninstall.
You uninstall Setting EasyTouch(Not system setting) unintall following step:
Settings -> Location & Security -> Select Administrators ->cel app.
Than try uninstall again, thanks.
